If by “competitive” you mean low initial bids + disciplined change-order behavior, I would not simply rank the biggest Pennsylvania electrical contractors. Public data on actual change-order percentages is sparse, but public bid tabs, procurement records, contractor references, and published delivery practices give enough evidence to build a useful shortlist.

1\. Gillespie is my first call for bid + change-order discipline

There is unusually good direct evidence here. On a roughly $2 million cold-storage project, the GC says it ran a competitive process with 10 prequalified electrical subcontractors and Gillespie had a competitive edge while also identifying ambiguous scope and critical scope items before award. The same reference says delivery was smooth and predictable and that Gillespie subsequently won two more competitive bids from the GC.

That's exactly the behavior I'd want from an electrical sub: competitive number without deliberately leaving scope gaps to manufacture COs later.

2\. Merit looks particularly competitive in Western PA

There are actual public bid comparisons supporting this.

On the 2024 Steel Valley Elementary School electrical bid, Merit submitted $5.947M, compared with A-1 at $5.799M and Westmoreland at $7.054M. So Merit was only about 2.6% above the low bidder in that competition.

On the 2025 Norwin Knights Stadium bid, Merit was $1.990M, just $40K/2.0% above A-1's $1.950M low bid and only $37K above Westmoreland.

There's also evidence of Merit winning low-bid work on smaller municipal projects.

3\. Westmoreland is another strong benchmark

Westmoreland has a substantial public-project track record and has repeatedly been selected on Penn State electrical packages, including 2025/2026 work.

It's not always the low bidder—e.g., the 2024 Steel Valley project was materially higher than A-1 and Merit—but its repeated successful bidding on institutional work makes it a useful benchmark for a GC.

There is also older public evidence of Westmoreland being the low electrical bidder: on the 2017 Westmoreland History Education Center project, it bid $116K against $122,680 and $143K competitors.

4\. Clista is interesting if you're more concerned about COs than absolute low bid

Clista Electric has particularly compelling evidence on scope/value engineering.

On the $5.68M Washington County Public Safety Building electrical package in 2026, Clista was the low base bidder versus Schultheis at $6.471M and Bronder at $5.996M. More importantly, Clista identified value-engineering deductions of $81,250 for aluminum utility feeds and $50,000 for a 4-hour versus 72-hour load bank, bringing the evaluated total to $5.638M. The county awarded the contract to Clista as the lowest responsive/responsible bidder.

That's a good signal for a contractor willing to solve cost problems before they become change orders.

5\. Hatzel & Buehler: probably not your lowest number, but potentially a good final-cost number

Hatzel & Buehler, Inc is a different proposition.

Its BIM/VDC, engineering, prefabrication and design-build capabilities can reduce coordination problems and rework on complicated projects. The East Norriton operation also has a sizable prefabrication facility.

I'd put H&B into the competition for healthcare, higher-ed, sophisticated commercial, data-center, industrial and multi-phase projects, rather than assuming they'll win a commodity electrical bid.

The important distinction: lowest bid vs. lowest final cost

For your purpose, I'd score bidders something like this:

• 30% — Base bid
• 20% — Scope completeness / exclusions
• 15% — Historical CO dollars ÷ original contract
• 10% — CO frequency
• 10% — Pre-bid RFI/scope-gap identification
• 5% — Labor/material/equipment markup
• 5% — Unit prices
• 5% — VE actually proposed before award

I'd specifically require each bidder to provide three completed projects similar to yours showing:

That is much more revealing than asking, “How often do you issue change orders?”

Pennsylvania's own procurement system reinforces the importance of pricing: its JOC electrical contracts were evaluated on both technical qualifications and pricing, with pricing favoring the lowest adjustment factors.

For a commercial/industrial project in Pennsylvania, my starting pool would be:

The strongest evidence is instead a combination of actual bid tabs, documented competitive bidding experiences, scope/VE practices, and public project awards.

For a Pittsburgh GC, Ferry is probably the first company I'd investigate.

It's a third-generation family company dating to 1926, and its customer base specifically includes general contractors, construction managers, owners and developers. It handles everything from small service work to multimillion-dollar projects, with commercial, healthcare, higher education, high-tech/data-center, multifamily/hotel/mixed-use and industrial experience.
